Based on Oracle’s published pages as of 15 October 20262026년 10월 15일 Oracle 공개 자료 기준

1. Oracle JDK 21 updates were offered under the No-Fee Terms and Conditions (NFTC) until September 2026. Oracle says later JDK 21 updates are licensed under the Java SE OTN license, and production use beyond the limited free grants of the OTN license requires a fee.
2. Oracle’s support roadmap says JDK 21 updates released from the October 2026 Critical Patch Update are planned under the OTN license, and that update is scheduled for 20 October 2026. JDK 8, 11 and 17 updates are already offered under the same OTN license.
3. JDK 25 receives NFTC updates until September 2028; later updates are licensed under the OTN license.JDK
4. The paid Java SE Universal Subscription is priced per employee. Employees include full-time, part-time and temporary staff, plus those of agents, contractors, outsourcers and consultants that support internal operations, counted regardless of how many people actually use Java. On the 8 October 2026 price list the 3,000–9,999 band is USD 10.50 per employee per month, with separate small-business bands below 3,000 employees.

Before anyone can say which terms apply to you, you need to know which Java is installed on which servers and PCs. Most organisations do not have that list.
